Committee authorizes request for proposals for 2026 corporation counsel services

The Richland County Executive and Finance Committee voted July 8 to seek competitive proposals for corporation counsel services for 2026.
Administration reviewed bills from current counsel firms and said the county needs roughly 80 hours per month for court-related matters (child welfare, protective placements, guardianships, TPRs, emergency detention) and about 40 hours per month for county business. The administrator proposed soliciting proposals that either (1) provide one firm capable of covering both court and county needs or (2) propose separate firms for court matters and county business.
Committee members asked about the current contract timeline; administration said the present contract runs through September and that an August timeline would be desirable to receive dollar estimates before 2026 budget decisions. The administrator also said contracted staff member Amy Forehanda performs roughly 15 hours a week and that the RFP should clarify which duties would remain with any contracted county attorney and which would be assigned to the county's contracted position.
Supervisor Cooley made the motion to authorize the RFP; Supervisor Manning seconded and the committee approved the action.
The administration said it will draft the RFP and return with proposals and cost estimates suitable for budgeting.
