Committee advances vacation, sick-leave and wage-scale handbook changes to full county board

The Richland County Executive and Finance Committee on July 8 voted to forward proposed changes to the county's employee handbook to the full county board. The updates address vacation accruals, sick-leave accrual, and a new wage-scale section.
County administration told the committee the changes are driven by the county's Tyler payroll system rollout. The revision will align Pine Valley Community Village's vacation schedule with the rest of county employees (excluding sheriff's union positions), change the carryover and reset process to begin in 2027, and revise payout rules for terminated employees.
Under the draft language described to the committee, employees terminated for cause would generally be ineligible for a vacation payout; the administration also proposed changes to how vacation is reset at year-end. Sick-leave changes are primarily administrative to reflect accruals on each of the 24 pay periods annually (four hours per pay period) and language cleanup following the Tyler implementation.
The committee also approved adding a new wage-scale section to the employee handbook that would formally record step increases and the updated wage scale adopted last year; the administrator said departments will receive the updated wage-scale table for review as budget preparations continue.
The administrator said department heads reviewed the proposed handbook changes at a meeting last month and provided input that the administration incorporated. The committee voted to move the package to the full county board for adoption.
The committee noted the handbook has not been comprehensively reviewed since 2023 and that the administration plans to bring additional sections in manageable pieces over coming months.
