Federal reconciliation measures expected to raise local SNAP administrative costs, Cayuga DSS warns

Cayuga County Department of Social Services officials told the Health & Human Services Committee that provisions in the recently enacted federal reconciliation package will reduce federal administrative reimbursement for the Supplemental Nutrition Assistance Program (SNAP) and shift additional costs to the county.
Department leadership said the federal changes reduce the federal share of administrative reimbursement (the department described an upcoming reduction that will increase the county's local share) and that the county's preliminary estimate of the additional local cost is about $554,000 beginning in federal fiscal year 2027. Staff said the reduction will increase workload because the program will return to shorter certification intervals and reinstate work-search and related administrative requirements that had been waived or relaxed during the pandemic.
The department cautioned that the state has not committed to covering the new local burden and that New York State is among a group of states that could face higher matching obligations under the changes. The state Office of Temporary and Disability Assistance (OTDA) and other state partners are expected to provide guidance and technical assistance, department staff said.
Officials said the changes will likely increase casework and compliance tasks, that training and technical assistance will be needed, and that the county should not assume staff reductions because the program will require more administrative effort. The department noted additional client impacts: shorter recertification intervals and stricter requirements may reduce benefits for some households and increase procedural burden for applicants and recipients.
Committee members asked for ongoing updates and details about fiscal impact; department staff said they will provide further information as OTDA releases guidance.
