Taylor's Wave construction moves forward; Silver Line Park repairs and community gardens progress

Town staff briefed the Parks and Community Enrichment Committee on construction and repair projects during the July 9 meeting.
Taylor’s Wave: Staff reported that geotechnical drilling for the first section is complete and engineers have begun placing boulders for the structure; work resumed after a brief removal and repositioning of some boulders. Town staff met with Buncombe County Emergency Services and other agencies to review access and emergency response plans for the wave during and after construction. Staff said the project remains on pace for substantial completion later this calendar year, but the timeline is tentative pending progress on boulder placement and the first section’s completion.
Silver Line Park and Riverside Park repairs: Design plans for bank stabilization at Silver Line Park are complete; the approach is matting, reseeding and removal of woody debris rather than a large boulder toe wall. The town has received an erosion-control permit and is pursuing no-rise certification required for some work. Staff are finalizing bid documents for remaining park repairs and aim to issue bids in August, with construction possibly beginning later this year or in spring next year. Silver Line Park will be used temporarily as a debris-collection site while contractors restart debris operations; staff said the park may open briefly between contractor use and formal renovation depending on timing.
Community gardens and volunteers: Staff reported 12 raised beds are installed and volunteers logged roughly 100 hours in June; weekly volunteer times were scheduled in July. A pollinator garden and donated plants are being prepared along Lookout Road and possibly Midwood. A new tool shed has been installed to support garden activities.
Staff also noted ongoing coordination over Riverside Park repairs and that some repairs are complicated by FEMA requirements and contract constraints; staff expect to clarify funding and scope as engineers finalize documents.
