Transit report: county staff say operators performing well; vendor contracts up for renewal at end of millage cycle

Eli Cooper, the transit manager, and county staff said operating costs are generally acceptable and ridership increases have strained some providers’ capacity. Staff noted that four of five service providers were identified in the millage ballot language and that the first cycle contracts under the 10‑year millage expire at the end of the calendar year; discussions with operators about needs for 2026 and beyond have begun.
Commissioners asked about People’s Express, a locally based operator seeking a nearer operating facility than its current Wolverine Lake location. Staff said People’s Express has renewed its agreement for six months and that recommendations from the county’s community transit plan—expected later this summer—could propose temporary operating facilities or longer-term changes to fleet and facility siting.
Commissioners praised the veteran-rides program and the “Ride Is On Us” initiative highlighted in the report and encouraged continued outreach and communication to constituent communities.
No formal action was taken on the report; staff asked commissioners to help distribute community‑plan flyers and to participate in outreach.
