The Howard County Alcohol Beverage Hearing Board approved the transfer of a Class A beer, wine and liquor seven-day off-sale license for Dorsey Search Wine & Spirits at 4725 Dorsey Hall Drive, Suite J, Ellicott City, to DG Stores LLC, with Durgesh Gupta and Shivika Gaind listed as the new licensees.
Attorney Ben Carter presented the application and said the new operators plan no material change to the mode of operation but will renovate the store and add staff. Gupta, who testified he previously owned and operated a liquor store in Prince George’s County and managed beer-and-wine operations elsewhere, said he will be on-site roughly 25–30 hours per week. Gaind will serve as the resident licensee and hold a minority interest; both applicants hold alcohol-awareness certification.
Board members asked about staffing, hours (the applicants stated the store will operate 10 a.m.–10 p.m. seven days a week) and whether the applicants have current or past violations. Applicants said their family operates other stores and reported no outstanding violations. The board approved the transfer and the applicants waived the right to appeal.
The new owners said they will hire a full-time supervisor and additional employees and that the current under-managed operation will be corrected through renovations and increased staffing.
