Jackson Budget and Finance Committee members on July 8, 2025, voted to approve change orders, pay requests and contract amendments tied to street reconstruction, wastewater treatment work and the Jackson Community Center and recommended two path-construction bids to the Village Board. President and committee chair Heckendorf was noted as absent and excused.
The approvals commit the committee to recommend that the Village Board accept a change order and several contractor pay requests and maintenance contracts, and to advance a Clean Water Fund loan application for the 2024 wastewater treatment plant project. The measures affect multiple ongoing infrastructure projects across the village, including Ridgeway Drive and Chestnut Court, the wastewater treatment plant, and the Jackson Community Center expansion.
Committee members moved and seconded each item in turn and recorded each motion as approved. A staff member explained technical reasons for increased costs on the Ridgeway Drive and Chestnut Court Reconstruction Project, saying, “As we got into doing the underground work, we found that the structures were built poorly and needed to be rebuilt. The extra linear footage came to some of the connections were closer to the property line versus at the buildings, is where the extra linear footage came from.”

Committee discussion and clarifications
On the Ridgeway Drive and Chestnut Court Reconstruction Project change order, a staff member said the extra cost did not stem from the bid documents but from an “oversight under the initial project layout” and from encountering poorly built underground structures that required rebuilding. The staff member also said some extra linear footage resulted from connections being nearer property lines than expected.
On the Jackson Community Center expansion, a staff member said completion is pending parts for door security hardware and exterior gate components and that the project team anticipates one more change order that will include credits and adjustments for unforeseen construction items; staff said final closeout will follow receipt of the remaining parts and completion of outstanding work.
What the committee did not decide
The committee’s role in the meeting was to recommend actions to the Village Board or to approve pay requests and maintenance contracts; final contract awards and formal ordinance or budget approvals, where required, will be acted on by the Village Board or through subsequent procurement approvals. The meeting record does not show Village Board final action on these items.
Ending
The committee adjourned after hearing no citizens or village staff requests to address the committee.
