Planning Commission forwards La Madre Foothills special area plan to city council

Marco Velotta, City of Las Vegas Department of Community Development, told commissioners the special area plan is one of several efforts to implement the 2050 master plan and to guide growth along the northwest foothills, including connections to Red Rock Canyon National Conservation Area. Velotta said the plan identifies a 20-acre park site in the Sky Summit area intended to serve as a trailhead for hiking and mountain biking and to link to the 215 Trail and other regional trails. “The centerpiece is a 20‑acre parcel that is going to be a part of the Sky Summit development,” Velotta said.
The plan also lists infrastructure and service needs commissioners and staff said are critical for future development: expanded water reservoirs and pressure zones, sewer capacity, and additional flood‑control detention facilities. Velotta and staff said those facilities will likely require funding through capital improvement plans, special improvement districts or developer contributions. He also described policies intended to reduce light spill and sign impacts near the conservation area.
Vice Chair Kasama moved to approve the special area plan; Commissioner Cassanoff seconded the motion and the measure carried. The commission recorded that the item will move forward to the City Council meeting on Aug. 20, 2025.
Why it matters: La Madre Foothills is a fast‑growing corridor at the northwest edge of the Las Vegas valley. The plan sets policy direction for trails, parks and how new housing and commercial projects should interface with adjacent open space and with adjacent neighborhoods. The plan’s infrastructure section highlights specific capital needs that must be addressed before some development can be fully served.
The commission’s approval sends the plan to City Council for final adoption and will trigger more detailed design analyses and discussions about financing reservoirs, sewer mains and flood control in the coming months.
