Council approves annexation of Beavercreek Road parcels; zoning to R-2 and plan of services includes sewer extension, traffic-signal request

The Bristol City Council approved a request to annex two adjacent parcels on Beavercreek Road and set zoning for the property as R-2 single-family/duplex residential. Resolutions 25-70 (annexation) and 25-71 (plan of services) passed on July 8, and ordinance 25-16 assigning R-2 zoning received first reading.
Planning and Community Development director Jarrett The Young told council the property owner, identified in the packet as Walter L. Harbor, submitted the annexation application. The combined property totals approximately 3.66 acres and is currently zoned A-1 in Sullivan County. Young said staff followed required notification procedures, posted a sign on the property and informed adjacent property owners; the city received four written comment letters (one in favor, three opposed) and three telephone calls (two in favor, one opposed). The planning commission recommended approval of an amended plan of services at its June meeting.
The plan of services approved by council notes that most city services'police, fire, parks and recreation'will be available upon annexation, which the staff said is effective immediately because of the method of annexation by written owner consent. The plan also states public sanitary sewer service is available nearby but that the developer will be responsible for extending sewer service to serve future development.
Planning staff and the planning commission asked the city to include a request for a traffic signal at the intersection of Highway 394 and Beavercreek Road in the plan of services. Council discussion and staff comments clarified that Tennessee Department of Transportation (TDOT) approval and additional grant funding will be required; the city has budgeted some funding in the 2026 capital improvements plan but cannot complete the signal project without TDOT and external funds. Staff said the city will report to council at six months and at one year on progress toward the traffic-signal request and other plan-of-services items.
A member of the public asked whether the annexation was intended for development; planning staff said the future desired use is residential development under R-2 standards that would match the adjacent Fox Meadows neighborhood. Young said there is no specific development plan filed at this time.
On roll call for resolution 25-70, Vice Mayor Turner, Councilwoman Feyerabend, Mayor Hutton, Councilwoman Powers and Councilwoman Acard all voted yes. Resolution 25-71 likewise passed on a unanimous roll call. Ordinance 25-16 designating R-2 zoning passed first reading; a second-reading public hearing is scheduled in August.
Council members noted the annexation process has many statutory steps and public notifications and emphasized the city will continue to monitor required actions and report back to council as the plan of services unfolds.
