Commission recommends adoption of 2025 Carson River Floodplain Management Plan

The Lyon County Planning Commission on July 8 voted 6-0 to forward a recommendation to the Board of County Commissioners to adopt the 2025 update to the Carson River Floodplain Management Plan.
Debbie Medinrep (Carson Water Subconservancy District) presented the plan update and described the document’s purpose: to reduce flood risk across the Carson River watershed, document potential projects, and support applications for FEMA cooperative technical projects. CWSD staff said the plan is updated regularly and has previously been adopted by local jurisdictions; the plan is intended as guidance rather than a binding requirement.
Medinrep and CWSD staff emphasized that flood risks in the basin include both riverine and alluvial‑fan flooding and that mapping where water runs or accumulates can reduce long‑term costs and hazards. The plan update expands stormwater sections and adds recommended actions based on interviews with county emergency managers, CWSD said. The plan lists suggested actions and a project pipeline that local governments can use to pursue grant funding and studies; CWSD staff said they track county progress and updates in an appendix.
Commissioners and CWSD staff discussed prior local flooding events and the value of planning and mapping to reduce future costs. Senior Planner Louis Carriello and other county staff reviewed the document and the commission voted to forward a recommendation of adoption to the Board of County Commissioners.
The plan is intended to support county hazard mitigation, identify potential projects such as area drainage master plans, and strengthen regional grant applications. CWSD staff told commissioners that projects funded through CWSD‑managed grants include drainage master plans and site‑specific studies; adoption by each county helps the region pursue funding.
