The Indian Trail Town Council adopted revisions to the town's stormwater utility ordinance after staff reviewed small language changes intended to simplify rate methodology and clarify program elements.
Todd Hunsinger, who presented the revisions, said the ordinance establishes the utility rate system, a framework for credits, illicit discharge language and stormwater committee requirements. Hunsinger summarized the main revision as a change in how the town calculates the residential rate: "We took away the language of the ERU . . . we're just gonna use the formula and not call it an ERU," he said, referring to the Equivalent Residential Unit terminology the town had used previously.
Hunsinger also said the town adjusted an inspection/review frequency reference from two years to four years in the ordinance language and kept commercial rates consistent with the previously discussed $20.60 average value in the near term.
A council member moved to adopt the amended stormwater utility ordinance. The motion passed by voice vote; the meeting record shows the motion was approved but does not contain an itemized roll-call tally.
Staff said the ordinance as amended maintains the town's authority to grant credits and to define stormwater committee bylaws; no other changes to fee levels were presented at the meeting.
