Indian Trail says ARPA-funded stormwater phase 2 nearing completion; project costs outlined

Town staff updated council on the Arbor Storm Improvements Phase 2 project, saying construction is nearly complete and summarizing project costs and remaining work.
Todd Hunsinger (presenter, identified in the meeting as Mister Hunsinger) told the council the contract work covers two sections, Clover Bend subdivision and Liberty Lane, and that the contractor Efficient Development had been working under a roughly $1.7 million bid. "ARPA funds financed that at a little over $1,300,000. Stormwater took the rest, which is about $380,000," Hunsinger said. Inspection (CEI) services paid from stormwater funds were about $195,000 under a six-month contract.
Hunsinger walked the council through before-and-after photos showing collapsed/eroded corrugated metal culverts replaced with box culverts, repaired headwalls, riprap and restored outlet channels. He said the project left three box cover plantings to be installed in the fall because "it's too hot to do plantings right now, so we're having to wait till September and the fall to do that."
He told council that the construction contractor had paved two streets (Swedish Ivy and Spring Morning) and planned to pave Moss Cove next week if weather allowed. Hunsinger said ARPA funds for the project are mostly spent and that final CEI and punchlist expenses would continue for about another month. "I've been told by next week we'll be pretty much completed," he said.
Council members asked about final cost projections and federal requirements when ARPA funds are used; Hunsinger cautioned that the federal procurement and reporting process increases administrative costs and that final totals remain subject to change while the contractor completes remaining work and CEI closes out the project.
No formal action was taken; staff provided the update and answered council questions about schedule, final costs and remaining landscape work.
