At the conclusion of public comment on Monday, July 7, the Eau Claire City Council voted unanimously to go into closed session to receive an update and discuss bargaining parameters for ongoing negotiations with city employee groups and to provide negotiation direction on the Altoona wastewater contract.
The motion to enter closed session was made by Council member Schoen and seconded by Council member Reid. The council cited closed-session authority under s. 19.85(1)(e) of the Wisconsin Statutes for collective-bargaining and negotiation discussions.
City Clerk roll call recorded “Aye” votes from Council members Anderson, Bergen, Brewster, Otto, Rudy, Sean, Serrano and Worthman; the motion passed unanimously. The council did not take further public action on those negotiation matters during the open meeting.
By law, the council may discuss bargaining strategy and provide directions in closed session; any formal agreement or action following the closed session would be made available in accordance with open-meeting and public-record requirements.
