Leesburg council approves water and sewer extension for Loudoun County Adult Detention Center Phase 3

The Leesburg Town Council voted 7-0 on July 8, 2025, to approve a resolution extending Town water and sanitary sewer service to the Loudoun County Adult Detention Center Phase 3 expansion.
Amy Weicks, the town’s director of utilities, told the council the town already serves the existing detention facility and has included the Phase 3 expansion in its flow projections. She described Phase 3 as adding 49 inmate beds, about 33,000 square feet of administration, office and kitchen space, and a roughly 6,000-square-foot standalone maintenance facility to the complex.
The town’s approval is required because the work involves an extension outside the town’s corporate limits; Weicks cited the town code sections referenced in staff materials and said the project will be required to pay applicable water and sanitary sewer availability fees. She also said the town’s capacity review shows the system can provide the water and wastewater capacity the project proposes.
Vice Mayor Seminole Johnson asked about the project’s estimated daily water demand; staff said the Phase 3 estimate was similar to prior projections the town had included in its flow model. The staff presentation also noted the expansion had been anticipated for years and was included in the town’s capacity planning.
The resolution was moved and seconded on the council floor and passed by voice vote, recorded as seven in favor, none opposed. The council’s approval includes conditions that the applicant pay required fees and obtain agreement from the designated primary utility for service in the joint land management area.
No public speakers testified on the item during the meeting and council did not attach additional conditions beyond those in the staff recommendation.
