Galveston IDC adds $500,000 to Shield Park funds, keeps $100,000 annual accrual

The Industrial Development Corporation of the City of Galveston on July 8 voted to continue accruing $100,000 annually for Shield Park and to add a one‑time $500,000 allocation in fiscal year 2026 to support remediation and park improvements.

The board discussed a 2024 environmental assessment and grant opportunities, including the U.S. EPA cleanup grant and potential matching programs from Texas Parks and Wildlife. Christine Bryant of Vision Galveston and Barbara Sanderson of Parks and Recreation joined the discussion and confirmed willingness to assist with design engagement and grant applications. Bryant noted that including multiple sites in a cleanup application can strengthen an EPA grant submission.

Board members debated remediation strategies and design options that minimize disturbance to contaminated soils — for example, using caps or raising grade rather than extensive excavation. Several directors said a professionally designed concept (site plan and visuals) would improve chances of securing external funding. The board asked staff and partners to prepare a design scope and indicated a preference for pursuing grants before committing to large construction packages.

The motion approved by the board keeps the existing $100,000 annual accrual, adds a $500,000 one‑time allocation for fiscal 2026, and directs staff to return with project projections and a timeline. The board asked staff to coordinate with Vision Galveston and parks officials on a design scope that could accompany future grant applications. The motion passed unanimously.
