Kavanaugh was sworn in at the dais by Judge Panikin; after the oath he addressed the board, thanked staff and commissioners and said, "Taxpayer experience is number 1 with me." He said he will prioritize continuity and the public’s trust as he assumes the office.
Commissioners who spoke in support described the appointment as bipartisan and focused on operational continuity. Commissioner Cavanaugh called the choice "nonpartisan" and said the appointment will help complete administrative projects already in progress.
The board also took a scrivener’s-step to fix a typo in the text of the resolution before finalizing the item.
