Board approves $28.6 million JHL contract to widen County Line Road between Broadway and University

The Douglas County Board of County Commissioners on July 8 approved a construction contract with JHL Constructors LLC for the County Line Road improvement project from Broadway to University Boulevard (project CI2020-13). The contract amount approved at the meeting was $28,602,670.17.
Benjamin Pierce, Capital Improvements, said the project widens the road from two lanes to four, adds operational and safety improvements including a new signal at Clarkson Street, replaces a span-wire signal near the Target entrance with a permanent mast-arm signal, and fills and flattens a low spot at Lee Gulch that requires up to 18 feet of fill.
Pierce said the project bid opened May 6 with nine bids; the apparent low bidder is JHL Constructors. He described a construction schedule that begins pre-construction now, with a Notice to Proceed (NTP) for full operations expected September 2, 2025, and a contract completion date of September 2, 2027 (730 days). The contract allows full closure of County Line Road for up to 100 days to construct the embankment and three 72-hour closures (staff aims for 24–48 hours) for critical storm-sewer crossings; staff said they will schedule closures to minimize impacts.
Pierce outlined funding: approximately $12.582 million in federal funding (Dr. COG/FTA wait-list and other federal sources), Douglas County contributing about $12,000,000.90, Centennial contributing about $4.5 million and Littleton contributing $2 million; the total contracted construction value cited was $31,976,810.17 (including related services and contingencies). The board approved an incremental encumbrance approach with an initial purchase order of $15 million and remaining encumbrance by April 15, 2026.
Maisie Wingertur, Senior Communication Manager, described a public-engagement plan that includes an open house before the 100-day closure, a project hotline, on-site public-information manager and coordination with neighboring jurisdictions and transit providers.
Commissioners praised staff and project partners and approved the construction contract unanimously. Staff noted contingency amounts and that final funding reconciliations with partner jurisdictions will be handled during construction.
