ARB approves Hyatt Studios design for Route 250 site after landscaping revisions

The Albemarle County Architecture Review Board on July 7 approved a certificate of appropriateness for ARB 2025-13, a four‑story Hyatt Studios hotel proposed on the south side of U.S. Route 250 west of the Hanson Road intersection, adopting staff-recommended conditions and a small wording revision to one condition.

Staff recommended approval of the final site plan and architectural design with a revisions list after multiple prior reviews. The project includes a four‑story hotel, surface parking and related site improvements; staff raised concerns chiefly about interior parking‑lot tree spacing, conflicts between proposed trees and an existing stormwater pipe, and a lack of landscaping at the base of a lower retaining wall along the western perimeter of the site.

"Staff recommends approval of the final site plan with the revisions list and staff report," said Chris, Albemarle County staff, during the review. In response, the applicant's architect, Kevin Schafer of design develop, described changes since the board's earlier review, including a brick stair tower replacing previous siding on the entrance‑facing elevation, an added entrance canopy, expanded storefront windows and a rear patio clad in brick to reduce the building's perceived mass and better integrate landscaping.

The ARB's discussion focused on the landscape plan details staff flagged. Board members questioned tree species and planting locations within parking islands where large‑maturing species could be cramped by stormwater infrastructure. "Part of that is, you know, clearly, we're getting pinched on the, with the stormwater structure that's happening in that island," Kevin Schafer said, describing a willingness to shift plantings to avoid conflicts.

Board members suggested substituting narrower tree species or relocating one tree in a tight triangular island to provide more rooting area. Staff and the applicant agreed to revise the landscaping plan to ensure interior parking trees have adequate spacing, eliminate tree/utility conflicts, and provide plantings at the north (and, where practical, the south) ends of the lower retaining wall as listed in the staff report.

A motion to approve the certificate of appropriateness for ARB 2025-13, "with the conditions listed in the staff report as follows, as originally presented with 1 revision to item 6, strike after the word northern and southern and change the plural ends to end," was moved and seconded. The board voted unanimously among members present: Mr. Vanderwerff, Mr. Mitsuno, Mr. Hancock and Mr. Henningsen voted yes; Mr. Stoner was absent. The motion carried and the certificate was approved with the stated revisions.

The board also directed the applicant to provide clarified planting plans that resolve the noted conflicts (for example, shifting trees away from the stormwater pipe and adding shrubs at the base of the retaining wall) before final administrative sign‑off. No additional permits or approvals were decided at the meeting; staff will track the revisions through the county's plan-review process.

Approval of the ARB certificate completes the board's architectural review step; the transcript notes no changes to zoning or other county approvals were granted at this hearing.
