Council approves land-use changes and rezonings for Stratford redevelopment and permanent industrial zoning for Rusco Drive annex

The Common Council approved a set of land-use and zoning actions intended to facilitate infill residential development on Stratford and to set permanent industrial zoning for a recently annexed parcel on Rusco Drive.
Staff described two related items near Stratford Road. The council adopted an amendment to the city's 2020 comprehensive plan changing recommended land use from industrial to single-family residential (approximately 0.41 acres), and then adopted a rezoning to allow two-family residential (RD-2) on about 0.53 acres to accommodate a developer's plan to build four single-family homes and two duplexes in an area that had served as a parking lot for adjacent industrial property. Alderman Butchlick moved to approve the comprehensive-plan amendment and Alderman Schmidt moved the rezoning; both motions carried on voice votes with no recorded opposition.
The council also adopted an ordinance to permanently zone approximately 107.6 acres south of Rusco Drive and west of South River Road from temporary zoning to M-2 Heavy Industrial. City staff said the property was annexed previously and that this permanent zoning conforms with the comprehensive plan. The ordinance was approved by voice vote.
All three items passed with aye votes and no recorded oppositions.
