Commission recommends street abandonment in front of new STEAM High School and approves companion zoning map amendment

The Syracuse City Planning Commission recommended approval of a partial street abandonment for the 700 block of South Warren Street (SA-2025-1) in front of the new STEAM High School and separately recommended approval of the companion zoning map amendment Z-2907.
City representatives — including Jen Tift speaking on behalf of the city and Rob DeFlorio representing the City School District — told the commission the abandonment is requested so that the district can control and manage the former roadway for student drop-off and pick-up at the new STEAM High School. The district will manage buses, will install gates that will be locked during non-school hours, and will assign personnel to manage morning and dismissal traffic; the district also said enrollment will be phased in (about 250 new students each year until full enrollment of roughly 1,000 in year four).
City staff said they met with the Salvation Army (the other direct stakeholder) and that its driveway access and circulation can continue under the proposed configuration. City transportation staff will consider additional signage to clarify vehicular access routes.
The commission found no moderate or large environmental impact under SEQR and issued a negative declaration before making its recommendations. The street-abandonment recommendation includes conditions that the applicant (the city) must successfully file the parcel map with the Onondaga County Clerk’s Office and obtain a filing number within 62 days of approval and coordinate with the Onondaga County Planning Board and the New York State Department of Transportation for any required mitigation. The zoning map amendment (Z-2907) carries a condition that the filing number at the Onondaga County Clerk’s Office be obtained before the amendment takes effect.
Both recommendations were adopted by voice vote and will be forwarded to the Common Council for final action at upcoming meetings; the council dates were not specified in the commission record.
