Hancock County schools move major insurance lines to new carriers to reduce premium

The Hancock County Board of Education voted to accept a set of insurance proposals the district recommended, shifting several lines away from the expiring Liberty Mutual program and spreading coverage across multiple carriers.
District insurance consultant Mr. Webb told the board the district could save roughly $70,000 compared with renewing all lines with Liberty Mutual. "On the premium comparison page, we're 5% less than expired. We're about $70,000 total better than Liberty Mutual on our normal thing," he said.
The district recommended moving general liability, commercial auto and inland marine coverage to Berkeley; educator legal and law-enforcement legal liability to Indian Harbor (identified on the record as Indian Harbor Insurance Company); cyber coverage to Travelers; and deadly-weapon (violent events) protection to Beasley. Webb said the quotes included comparable deductibles and that the comparison was an "apples to apples" review of exposure and vehicles.
Board members moved and seconded the recommendation and the motion passed. The board recorded the effective date for the new placements as June 30, 2025.
The district's broker showed line-item differences during the presentation, including a higher standalone educators' legal liability quote (Indian Harbor at $46,024) compared with Liberty Mutual's bundled approach, and a $16,313 quote for cyber/data-breach coverage from Travelers. Webb said the district would absorb a mix of savings and higher costs across specific lines but that the net effect was a lower overall premium versus renewing with Liberty Mutual.
Board members thanked the broker for the work to market the account and to present multiple carriers and asked that staff follow up with final policy documents and any required signatures.
Action items recorded for the board's minutes list acceptance of the recommended insurers and effective dates; staff were directed to finalize contracts and return any documents to the board for record.
The board chair said staff should return next year with a shorter renewal proposal and the district's insurance representative agreed to present again at renewal.
