The work is part of the city—s 2020 general-obligation bond program and covers Highland Drive (Sunset to Aledo), Wilshire/Waverly (Frank Phillips to State) and Oakdale Drive (Brookside Parkway to Woodland). City staff said the design calls for replacement of 80–90% of concrete panels within project limits and minor curb-and-gutter work as needed. The project was advertised and two contractors submitted bids; R & L was the low responsive bidder and staff confirmed bonding capacity and technical expertise.
Budget and context: The project had $1,200,000 budgeted in the 2023 issuance of the 2020 GO bond; $30,500 was used for design, leaving about $1,169,500 available for construction. The recommended award of $847,000 is within the available construction funds.
Council action: Staff recommended and the council approved awarding the base bid to R & L Construction. No bid alternates were included in the base package; two contractors had obtained bid documents and three contractors attended the mandatory pre-bid meeting.
Ending: With the award approved, staff will finalize contract documents and schedule the construction start date and coordination with affected neighborhoods and traffic control.
