Committee forwards DOWL contract for River's Edge PUD traffic mitigation plan to council; developer to reimburse city

The General Services Public Works Committee of the City of Coeur d'Alene on July 7 recommended that City Council approve a professional services agreement with DOWL to prepare a traffic mitigation plan for Seltie Way, a condition of the River's Edge planned unit development (PUD) modification.
"This was a requirement of the Lance Douglas development River's Edge, when he got a PUD modification to add more, multifamily homes or, structures along the waterfront rather than single family," City Engineer Bosway said, describing the contract request. Bosway said he selected DOWL from the city's on-call shortlist for traffic engineering.
Bosway described the proposed payment flow: "The way that it was going to work once that it's approved is Dowell will do the works and the bills to the city. The city will pay and then Lance Douglas will reimburse the city. And that was a request of Dowell engineers because they weren't comfortable contracting specifically with a developer." A councilmember asked whether that reimbursement arrangement appears in the contract; Bosway and Chair Kenny Gabriel said the reimbursement requirement is set out in the River's Edge development agreement.
Council Member Christy Wood moved to recommend council approval of the professional services agreement with DOWL; Council President English seconded. The committee approved the recommendation by voice vote and agreed to place the item on the regular council agenda so Council Member Gookin could follow up with questions.
The committee did not alter the contract language during its discussion; Bosway said DOWL prepared the scope of work and that the developer, Lance Douglas, has been involved in email exchanges about the contract. The committee's action forwards the agreement to full council for final approval and for any further questions about the developer reimbursement process.
