City presents CDBG consolidated plan for 2025–29 and proposes FY25–26 projects; public comment period ends July 15

City staff and consultants from Mullen & Lonigan Associates presented the draft 2025–2029 CDBG consolidated plan and the FY2025–26 annual action plan to the Temple City Council on July 3, 2025 and invited public comment.
Maya Smiley, housing and community‑development specialist for the consultant team, reviewed the consolidated plan process, outreach completed earlier in 2025 (stakeholder consultations and an online survey), priority needs identified for the five‑year cycle and the proposed target activities for the FY2025–26 program year. Smiley said the plan includes a housing needs assessment, a market analysis and strategic goals.
Staff reported the HUD allocation for Temple’s CDBG program rose from $650,413 in 2024 to $717,139 in 2025. The presentation listed proposed FY25–26 projects as presented: NRSA programming (listed as $50,021 in the presentation), a Housing Improvement Program ($107,567), an LMI demolition project ($40,000), a homeless and mental‑health strategic plan (amount as stated in the presentation was unclear in the audio record), and administration ($115,544). The draft consolidated plan and annual action plan were on display on the city’s website and in the public record; the 30‑day public comment period runs through July 15, 2025.
Council opened the public hearing for comments on the draft plan; no one from the in‑person audience or the virtual platform registered to speak that evening, and council closed the hearing. Staff said council would hold another public hearing on July 17 to consider final project approvals and the proposed budget.
Ending: The draft plan will be updated only as needed after the public comment period, and staff will return the consolidated plan and the FY25–26 Annual Action Plan for council consideration and potential approval at the July 17 public hearing and subsequently submit the plan to HUD by the August 10 submittal date.
