The Town of Bluff Planning and Zoning Commission received an update from a town council representative on July 3 about ongoing legal, property and service changes affecting the town.
Luann, speaking as the town council representative, told commissioners that a disconnection matter has proceeded to the courts and is now in court‑ordered mediation, with hearings pushed back to January because of criminal‑case backlogs. "We have a court, it's proceeded to court dates, and then the court ordered mediation between the parties," Luann said.
Luann said an existing agreement with a nonprofit concerning the old school building was dissolved and that the town now fully owns the building with no condominium agreement or outside partners. She also announced the town received a dark‑sky community designation. "So, yeah, it's great... we've got the designation," Luann said.
On emergency services, Luann said Bluff no longer meets the staffing threshold to transport patients in the town ambulance even though local crews can still respond. "We no longer can transport with our ambulance, but they can respond," she said. She added that Blanding and Montezuma Creek will provide mutual‑aid response by geography: Blanding to Bluff proper and Montezuma Creek for other calls.
Luann also summarized several operational updates: a road‑condition study by Jones and Demille that can map infrastructure and recommend repairs; a recent drop in water supply pressure traced to a computer error during a power outage; interns assisting with dark‑sky communications and website work; and an upcoming RFP to survey graves in a local cemetery where three separate owners hold parcels. She said San Juan County will run the town's fall election, at an estimated cost of $8,000.
Why it matters: the court mediation, change in building ownership, and EMS transport limitation affect town liability, service levels and project funding; the cemetery survey and road study bear on town planning and capital priorities.
Looking ahead, Luann said a July 17 work session will address advisory committee structure, community center fee waivers, and cemetery survey progress.
