Pocomoke City board approves conditional use permit for family daycare at 809 South Eighth Street

The Pocomoke City Board of Zoning Appeals approved a conditional use permit allowing Mariah Cartwright to operate a licensed family day care provider home at 809 South Eighth Street.
The decision came after planning staff summarized the application and recommended approval with conditions. Daniel Brandoyi, Pocomoke City planning director, told the board that staff “endorses the request with the stipulation that the applicant apply for a fence permit, install the fence, and provide proof of compliance with state license requirements and apply for a business license.”
The applicant, Mariah Cartwright, told the board she is in the process of completing state licensing and city business-license requirements. “I believe there’s a great need in this town that we need childcare,” Cartwright said, adding that many local families travel 20 to 30 minutes outside town for care.
Board member Tommy Marcus Collins moved to approve the conditional use permit with the stipulations listed by staff; another member seconded the motion. The chair called for the vote and members voted in favor. The board’s approval is conditioned on Cartwright obtaining the required state child-care license, applying for and receiving a Pocomoke City business license, and obtaining any required fence permits and installing the fence as described in the staff report.
The staff report notes the property is in an R-2 zoning district and identified the applicable zoning standard for family day care homes (staff cited the relevant zoning-code sections in the report). The report said the dwelling is bounded by another single-family home to the north, a railroad to the west, a stormwater pond to the south and sits across from Pocomoke Middle School. Staff also reported the house is set back more than 10 feet from the adjacent home and that the applicant had notified the adjacent owner to the north, who registered no objection. Cartwright said she is mid-process with the state’s licensing application and expects to complete it if the city approves the conditional use permit.
Board actions were limited to the conditional use permit; no separate financial assistance or permit waivers were discussed during this agenda item.
