Clay County commissioners send 2025–2045 comprehensive plan to second reading after public concerns about septic language, utilities and landfill lifespan

Clay County commissioners voted to incorporate minor edits into the draft Clay County Comprehensive Plan 2025–2045 and move the document to a second reading following a public hearing that drew residents and several technical critiques.

Noah, presenting the plan, told the board, “in front of you is the proposed, Clay County comprehensive plan of 2025 to to 2045,” and described the plan as a guiding document rather than law: “it's kinda like bowling alley with your bumper lanes.” The board voted to accept the presenter’s recommendation with minor edits and schedule a second hearing.

The plan review drew sustained attention to three recurring issues: how the draft treats soil limitations for septic systems, where county maps reference City of Vermillion utilities, and a statement in the plan about the landfill’s projected lifespan.
