Public commenter urges outside oversight of jail healthcare after alleging neglect

A member of the public urged the Board of Douglas County Commissioners on July 2 to consider outside oversight of medical services provided in the county jail, citing what she described as an instance of “medical neglect and starvation” and raising concerns about whether corrections staff follow appropriate medical protocols.

Ellen Johnson, who identified herself during public comment, said she had reviewed news accounts and court records and described one documented incident she interpreted as similar to medical neglect. “We have 1 documented instance of something akin to medical neglect and starvation,” Johnson said. She said she had contacted state officials, including the governor’s office and state senators, and that the governor’s office “seemed interested” in the information she shared.

Johnson also raised concerns about the institutionalization of corrections staff and whether that can lead to under-recognition of serious medical need. She said guards sometimes must initiate medical requests for detainees and are not health professionals, which she suggested can limit timely care. She asked the commission to consider outside oversight, noting she had recommended the idea to the governor’s office.

Johnson’s comments were delivered during the meeting’s general public comment period. Commissioners did not record an on-the-spot response to the specific allegations; the remarks were recorded as citizen testimony and were not independently verified in the meeting record.
