The council vote on Emma Black was split: Victoria, Eric, Indra and Kathleen voted no; Joel, Rob, Rick, Seth and the mayor voted yes, resulting in a 5–4 approval. Rob, the council liaison to the committee, told colleagues the committee had expressed a preference for a member who could represent school-route and parent perspectives.
