The Grants Pass City Council on July 2 adopted an ordinance establishing a developer-installed reimbursement district (CC6577) for a water main extension to the Buckmaster Subdivision on Leonard Road.
Staff said the district installed about 695 lineal feet of water main from Southwest Harpus Drive west to the Buckmaster Subdivision and identified four associated properties; two are school-district parcels (School District 7, Redwood School). Final district costs were reported as just under $200,000. Staff described assessment options: residential per-dwelling assessments are “just shy of $1,800” per dwelling unit, while nonresidential assessments were calculated for the school properties at about $31,500 and $86,500, reflecting their developed nonresidential use despite residential zoning. Assessments are triggered when property owners connect to the installed water line or pull permits for water connections. Staff said there is no city capital expense beyond staff time, and funds will be returned to developer Michael Masters as properties connect.
Councilors moved and seconded first-reading approval and later approved second reading by roll call; both readings passed unanimously. No public opposition was recorded during the hearing.
