The Grants Pass City Council on July 2 adopted an ordinance establishing a developer-installed reimbursement district (CC6578) for the E Street sewer extension, approving assessments to reimburse the installer for a portion of the project cost.
City finance staff described reimbursement districts as contingent assessments on properties that benefit from infrastructure; assessments become due when a property connects to the new sewer main or when specified development activity triggers payment. The E Street district installed about 341 feet of sewer main (north on Fry Street, west on E Street) and includes nine associated properties, two of which are the applicants. Final district costs tallied $84,644.50 — about 14% under the original estimate — and the staff report set an assessment of $6,046.04 per dwelling unit upon connection, plus interest from the ordinance adoption date. Staff said there is no city capital outlay beyond staff time; reimbursements will be paid to the developer as properties connect over the district term.
Victoria moved to approve the ordinance for first reading; the motion carried on roll call. The council later approved second reading and adoption. William (Bill) Dennis, an applicant and developer, addressed the council in support, saying the installation was expensive and urging approval so he could recover some costs. Councilors asked no substantive amendments; staff noted all required public notices had been mailed and no responses were received prior to the hearing.
