Education committee passes bill to add Title IX protections into K–12 curriculum framework

SB 334 (Education Against Harassment Act) would direct the Instructional Quality Commission to consider Title IX protections and reporting procedures for inclusion in the health-education framework and establish an annual harassment-safety week; the committee passed it as amended.
Senator Padilla presented SB 334 (on behalf of Senator Reyes), the Education Against Harassment Act, which would ask the Instructional Quality Commission to consider adding Title IX protections, reporting procedures and response options into California’s health-education framework and establish an annual harassment-safety week in September.
Sponsor and student witnesses said many K–12 students remain unaware of their rights and of reporting avenues for harassment and sexual assault. Generation Up and the American Association of University Women testified the bill will create preventive instruction and a structure for schools to address harassment before it escalates.
Supporters cited Redlands Unified as an example in which departmental failures and lack of education contributed to a Department of Justice review. Supporters said the measure is preventive, not punitive, and the committee passed SB 334 as amended to Appropriations; the committee later reported the bill out 9-0 and several members asked to be added as coauthors.
