The Chino City Council took a series of unanimous votes at its July 1 meeting. Key outcomes are summarized below.
Consent calendar: The council approved the consent calendar by motion of Council Member Lucio, seconded by Mayor Pro Tem Curt Burton. The consent calendar passed unanimously.
Ordinance amending purchasing authority (Item 12): The council adopted Ordinance No. 25,004 amending Chapter 3.32 of the Chino Municipal Code to allow the city manager expedited authority for budgeted vehicle procurements while retaining a $150,000 maximum requisition authorization for other purchases. Motion by Council Member Comstock; second by Mayor Pro Tem Burton. Passed unanimously.
HSIP grant and CIP establishment (Item 13): The council accepted Caltrans Highway Safety Improvement Program Cycle 12 funding of $225,450, established CIP TR-262 (Central Avenue Traffic Signal Safety Improvements) with a total budget of $250,500, and approved a $25,050 Measure I local match. Motion by Council Member Flores; second by Council Member Lucio. Passed unanimously.
Animal Resource Center (ARC) retroactive FY 2024–25 appropriation (Item 14): The council approved a retroactive appropriation in the amount of $2,502,554 to the general fund to support ARC operations and capital costs for FY 2024–25, and authorized related documents. Motion by Mayor Pro Tem Curt Burton; second by Council Member Flores. Passed unanimously.
Community Services Parks & Recreation Commission appointments (Item 15): The council reappointed Neil Gerry and Linda Takeuchi and appointed Carl Cooper to the Community Services Parks and Recreation Commission. Motion by Council Member Flores; second by Mayor Pro Tem Burton. Passed unanimously; the commissioners were sworn in at the meeting.
Community support fund contributions (Item 16 and related items 17–19): The council authorized multiple small community-support-fund contributions, including contributions for local nonprofits and the Chino Valley Chamber leadership collaborative and Bridal Ranch. Motions and seconds varied by item (motions recorded from Council Members Flores, Lucio and Mayor Pro Tem Burton); all passed unanimously.
Votes were recorded by voice vote and, in each case above, the council reported unanimous approval. Several items (particularly the ARC appropriation and the HSIP grant) included staff presentations and public comment; the council requested follow-up reporting on implementation and outcomes where appropriate.
