Commission approves two rezonings: Maryland Cook lot to R‑2, community orchard site to public use

The Dickinson City Commission on July 1 approved two separate zoning map amendments.
City Planner Natalie Burcheck presented both items. The first item rezoned Lot 1, Block 14, Cook’s Meadow Hills Fourth Addition from low‑density residential (R‑1) to medium‑density residential (R‑2). Burcheck said the rezoning aligns the lot with surrounding R‑2 zoning and staff recommended approval. Commissioners discussed setbacks and an existing pump station; staff said setbacks would follow standard rear lot setback rules as the city is working to acquire the pump station property.
The second item rezoned part of Block 4 of the New Haven Second Addition from community commercial (CC) to public (P) to allow the park district to construct a community orchard and plantings. Burcheck said the rezone had been approved previously but was reintroduced because of an advertising error; staff recommended approval. Members of the public asked for a fence along the eastern border; staff said there is no screening requirement for public zoning and staff did not support requiring a fence.
Both ordinances (18‑20 for the Cook rezone and 18‑21 for the community orchard) were approved at second reading and final passage. Staff recommended the rezonings and reported no public comments on the Cook item and one public comment (fencing request) on the orchard item.
