Council approves conserved-open-space designations for Jefferson Park and Tinbridge Hill Overlook

Lynchburg City Council voted unanimously, 7-0, Nov. 28 to adopt a resolution dedicating portions of Jefferson Park and the Tinbridge Hill Overlook as conserved open space, a state-approved mechanism staff said will address stormwater generated by recent park renovations.
Staffer Wyatt Woody told council the conserved-open-space designations were recommended after renovations that added amenities to both sites and created additional stormwater runoff that needs a low-cost, state-approved solution. Woody said the designations included deed language and that Jefferson Park’s Phase 2 was out to bid.
Woody and council referenced prior Community Development Block Grant (CDBG) actions tied to the projects. Woody said the council previously approved up to $1,100,000 in CDBG funding for improvements in Tinbridge and the Darrington neighborhoods and that Jefferson Park Phase 2 work was under procurement at the time of the meeting.
No members of the public spoke in opposition during the hearing. Council members supported moving forward with the conservation dedication to address stormwater and allow continued progress on the park improvement projects.
Council approved the resolution and the deed language as presented, and staff said they would proceed with the implementation steps described in the MOU and project plan.
