Bay County approves small-scale land-use and zone change on Joan Avenue with no-gas-station condition

Bay County commissioners voted July 1 to change the future land use designation and zoning for roughly 2.8 acres covering 2106, 2108 and 2110 Joan Avenue in unincorporated Panama City Beach from residential to neighborhood commercial (C-1).
Wayne Porter of Bay County Community Development told the board the planning commission considered the request at its May 20 public hearing and found the proposed land-use and zone changes consistent with the Bay County Comprehensive Plan and land development regulations. Staff noted the parcels sit in a corridor with existing C-1 zoning and uses to the south and west across Joan Avenue and that Joan Avenue is listed as a collector roadway in the county’s transportation element.
The item had been continued from the previous meeting; staff said the property owner provided written correspondence and the applicant (owner of two properties) was not present at the meeting. Because of prior concerns at the earlier meeting, the board included a recorded condition—owner verification that no gas station would be developed on the parcels—before approving the change. The board approved the motion by roll call.
Staff will prepare the ordinance language and record the amendment and condition as required for implementation.
