Bay County commissioners approved the final plat for the Sugar Sand Phase 2 subdivision and accepted the developer’s letter of credit at their July 1 meeting.
Zach Farrell, managing member of Farm Dale LLC, told the board the subdivision consists of 45 residential lots, about 0.28 miles of private roadway, stormwater retention facilities and private common areas. Staff said the subdivision was reviewed and approved by the Bay County Planning and Zoning Board on Aug. 31, 2022 and that the final plat complies with Chapter 177.071 of the Florida Statutes and Bay County regulations.
Before the plat discussion began, County Attorney Liebrecht stated there has been a recent change in state statute affecting how plats are approved and requested that the board appoint the chair and alternatively the county manager as administrative authority to comply with the statute. The county attorney recused himself from participation in this item, and a commissioner stated they also had a conflict and sat out.
A motion to approve the final plat and accept the letter of credit, subject to the county attorney’s recited language, passed by roll call. Staff will accept the letter of credit and record the plat with the clerk as the next steps.
The action finalizes the subdivision’s local approval and allows the developer to move forward with the private infrastructure and lot sales subject to the recorded plat and the county’s conditions.
