Council OKs $170,800 ITD contribution to resurface Fourth Street Overpass

The Coeur d'Alene City Council on July 1 approved Resolution 25034, a cooperative agreement with the Idaho Transportation Department (ITD) providing $170,800 toward resurfacing the Fourth Street Overpass as part of the city's 2025 overlay project.
Todd, representing the Streets and Engineering Department, said the city—s 2025 overlay program has placed thousands of tons of hot mix asphalt across multiple streets and that the Fourth Street work "looks much different, from Birch all the way to I-90." He said Interstate Concrete has placed 7,382 tons of hot mix to date and that the overall street program was running slightly under budget.
Todd told the council that ITD had identified traffic-loop and radar work when milling the bridge approaches and later asked the city to include ITD—s adjacent section in the overlay. ITD offered to pay a portion of the work and traffic-control costs; the council approved accepting $170,800 from ITD to offset the resurfacing cost.
During discussion, councilmembers praised the quality of the work and noted minimal public complaints during night and day paving operations. Todd also recounted a short account of local vendor assistance during recent emergency operations (Poms mobile truck repair) and noted the vendor provided tire repairs at no charge to the city.
A motion to approve the cooperative agreement passed unanimously by roll-call: English, Wood, Miller, Gabriel and Gookin voted yes.
Staff expects striping and remaining work to finish soon; the cooperative agreement allows the city to include the ITD-funded section in this year—s overlay, advancing maintenance of the overpass rather than deferring it to a future interchange project.
