The Coeur d'Alene City Council on July 1 approved Resolution 25032, authorizing change order number 3 to the city's contract with Apollo Inc. for solids building improvements in the amount of $334,035.72 and extending the contract completion date to Aug. 15, 2025.
Mr. Becker, a wastewater department representative, told the council the project has been under construction for two years and is nearly complete. He said Change Order No. 3 includes 12 work change directives and one change proposal request "necessitated by unforeseen conditions and damaged infrastructure discovered along the way." Becker said the contractor had not previously requested a time extension but the city had to seek approval from the Idaho Department of Environmental Quality to continue construction, prompting a formal contractor request for additional time.
Council members asked whether further change orders were expected and whether the project remains within budget. Becker said there are "14 remaining work change directives" to resolve but the major items are complete and the project remains within the budget after adjusting original construction-cost indices to present dollars.
A motion to approve the resolution was moved and seconded and carried unanimously in a roll-call vote: Councilmembers Gabriel, Gookin, English, Wood and Miller all voted in favor.
The change order increases the contract sum by $334,035.72 and sets a new contract completion date of Aug. 15, 2025 to allow 30 additional days for punch-list and final work. The staff report and Exhibit A, provided to council, contain itemized explanations for the work directives and change proposal request.
No amendments to the change order were recorded in the meeting. The council did not direct additional study or hold the item for further review.
Next steps described by staff include resolving remaining work directives and completing punch-list items before the end of the fiscal year.
