Council approves micro-TIF blight study for Rodeo Road property; owner planning rehab

The North Platte City Council on July 1 adopted a resolution approving a micro-TIF blight and substandard study for property at 1404 and 1420 Rodeo Road owned by Dan Lehi Property Group LLC.

Judy (planning staff) said the parcel was formerly a hotel and is currently operated as an extended-stay facility. The owner has asked about programs to finance repairs and conversion to apartments. Judy described the micro-TIF pathway as a smaller, statutorily allowed TIF process for targeted parcels and said the owner expects to request a little more than $250,000 for eligible improvements including interior remodels, sewer line work, concrete and exterior rehab.

Judy described the parcel as about 2.08 acres and said adding the parcel to the city’s eligible area would not push the city past the state statutory cap for TIF. “They have a total estimated cost to them as around $250,000,” she said. The owner estimated an assessed value after completion of about $700,000, Judy said, but staff cautioned that assessments are determined by the county assessor and that figures are estimates.

Council discussed procedural sequencing: a micro-TIF application typically follows approval of a blight study, and zoning issues may require a conditional-use application. If the conditional use fails, staff advised the project could not proceed with micro-TIF award for uses not allowed by zoning. Judy said the micro blight study fee is $500 and the micro-TIF application fee is $50, the maximum allowed by state statute.

Council voted to adopt the resolution approving the micro-TIF blight and substandard study; the owner may submit a micro-TIF application to a future meeting.
