City staff told the council the initial low bid for the Windy City Road Park, Shirley Mercer Park, Stella Duncan Park and Wallace Road Park package was $1,585,379.59, which exceeded the project’s projected budget of $1,333,500. Staff and MSP Construction conducted a value-engineering process that produced a revised proposal of $1,310,271.41, which the city said brings the package $23,228.59 under the originally projected budget. The council approved the contract by voice vote, recorded as 9 to 0.
Parks staff said the revised scope preserved the project’s intent while reducing cost through measures such as prefabricated restrooms and site-specific revisions. Tony Bailey, a parks representative, confirmed that the city will proceed with change orders to reduce the contract to the stated $1,310,271.41. He also said the cost is included in the city’s upcoming budget and that the project’s 50/50 funding match means the city will pay costs up front and then submit for 50% reimbursement from the state.
Staff described the Stella Duncan restrooms as replacing long-used porta-potties. Tony Bailey recounted the monthly cost for the portable units there: “At $89 a month, you calculate that. That’s what we pay per month for Stella Duncan alone.” Parks staff said permanent prefabricated restrooms have a lead time of about six months after the order is submitted; a parks staff member estimated they would be installed “by next spring at the latest.”
Council members asked about overall capital allocations for parks; staff said the broader parks capital program includes additional projects, including a skate-park project to be brought forward next month. Staff said the combined city share for the current round of projects was roughly in the range of the appropriations already included in the proposed budget, and that staff would execute change orders consistent with the contract and available appropriations.
