County completes USDA grant assurance paperwork to close out housing preservation award

Barry Blevins briefed the board on a USDA housing preservation grant assurance during the July 1 work session.
Blevins said the county received the grant in 2023 and executed documents in 2024, but the required Title VI grant assurance had not been provided at that time. The county is in a currently described friendly audit discussion about Title VI compliance; USDA staff have since requested the grant assurance. Blevins characterized the action as completing a standard administrative requirement to finish out the grant period and resolve the Title VI assurance requirement.
Blevins said he found the assurance listed on the USDA website but three pages removed under other resources; USDA did not require it initially but is now requesting backdated assurance to document compliance. Commissioners had no objection and directed staff to add the grant assurance to the consent agenda for approval next week.
