Gallatin council approves water and sewer contracts worth $21.15 million and adopts charter amendment; Connect 55 site funding introduced

At its July 1, 2025 meeting, the Gallatin City Council approved multiple infrastructure funding measures and a charter amendment.
The council approved second reading of Ordinance 02506-34, awarding a contract for a new raw water intake project and authorizing funds totaling $20,340,000 from water/sewer 2025 bond proceeds and a TDEC ARPA noncompetitive grant (Contract 01/25). Councilman Fan moved the ordinance and it passed unanimously on second reading.
The council next approved second reading of Ordinance 02506-35, awarding a bid and authorizing $1,500,000 from water/sewer reserves for sanitary sewer system additions on Lock 4 Road. The motion was moved by Councilman Jones and seconded by Councilman Carter; the ordinance passed unanimously on second reading.
On second reading the council approved Ordinance 02506-36, a $310,000 appropriation from water/sewer reserves for the Nashville Pike flow meter relocation (Contract 02/25). Councilman Carter moved the measure and Vice Mayor Hayes seconded; it passed unanimously.
The council also took first reading and voted to approve Ordinance 02506-37, appropriating $451,089.12 for Connect 55 site improvements. The item was read in Councilman Fennell’s absence and was moved on the record by the council; members voted in favor on first reading.
Separately, the council unanimously approved Resolution R2506-34, which approves private charter number 17 of the 114th General Assembly amending Article 6, Section 2(a) of the City of Gallatin charter. Vice Mayor Hayes moved the resolution and Councilman Phan seconded.
In other-business discussion, a council member raised a multiuse sports-field request for the Truett property, noting a $1,000,000 budget line and urging staff to explore using hotel/motel tax revenues and other funding to develop soccer fields and tournament facilities. Staff and council said there are no final plans yet and that further study would be required before allocating funds.
All of the infrastructure ordinances and the charter resolution passed with unanimous recorded votes except for the Kirkpatrick Gallatin rezoning discussed separately and decided on second reading 4-2.
