During consent agenda commentary, Councilors asked staff for clarification about project timing and local costs. Zach Morris, senior project engineer with Tigard Public Works, told the council ODOT had indicated the agency is eager to advance the project and staff did not expect the ODOT staffing situation to delay delivery. Morris said recent conversations with ODOT suggested they would sign shortly after the council approved the agreement.
Council President Wolf asked about a budget gap. Staff responded that the city's FY26 budget shows a total project cost of about $2.2 million and that the Statewide Transportation Improvement Program (STIP) listing that ODOT manages showed roughly $1.9 million; the difference reflects the city's internal project-management costs and contingency (staff estimated the local share to cover roughly $100,000 to $250,000 in internal costs and contingency).
Council moved and seconded approval of the consent agenda and adopted it by unanimous vote of council members present.
