Harnett County seeks FEMA hazard mitigation grant to advance Riverside drainage work; ARPA funds proposed for application fee

Coley Price, speaking for Soil and Water Conservation, asked the board for permission to apply for an $820,000 FEMA Hazard Mitigation Grant on July 1 to support the Riverside Drainage Improvement Project.
Price said the requested funds would be used for final hydraulic modeling and engineering needed for construction. He said the FEMA portion would be 75% and the state portion 25%, with no local match required. Price also told the board there is a $10,000 application fee; he proposed using ARPA funds previously set aside for the project to pay that fee.
Price summarized recent work in the Riverside community, including removal of a 400-foot beaver dam and DOT efforts to jet cross-line pipes. He said staff are coordinating with the North Carolina Department of Transportation—s Division 6 engineering, hydraulic and maintenance teams and with the county—s consultant to evaluate upsizing or replacing culverts and other right-of-way work.
Commissioners expressed support and asked staff to move the application forward; the board directed staff to add the grant application and accompanying resolution designating the county—s agents to the consent agenda for approval next week.
