Rogers County commissioners approve paving award, contracts and routine county business; multiple items tabled for one week

The Rogers County Board of County Commissioners on June 19 approved a series of routine and contract items, awarded bids and handled administrative matters including appointments, transfers and several items tabled for one week.

Key approvals and contract actions

- The board awarded Asphalt Paving Services (award no. referenced on the agenda) to Brent Bell Construction for work from July 1 to Sept. 30; the three commissioners voted aye on the award.

- The board approved a contract for restoration, preservation and digitization of the commissioners’ journals. The agenda listed $86,520, but a staff correction stated the correct amount for the restoration and digitization work is $5,000; the board approved the corrected amount.

- The board approved a revised lease agreement with Safe Nest Services Inc. for space at 417 W. First Street in Claremore; staff said revisions were minor clarifications following attorney review.

- The board approved renewal of an interlocal cooperative agreement with the Rogers County Industrial Development Authority (RCIDA) for industrial and economic development services for FY 2026, with annual funding stated in the agreement as $330,000. RCIDA Executive Director Deb Ward asked to return at year-end or the beginning of the next fiscal year to report accomplishments.

- The board granted a right-of-way easement to Rural Water District No. 3 to set a water meter at county-owned property (the former rock quarry where the sheriff’s office is building a gun range) so the site can receive water service.

- The board approved a waiver request from the City of Collinsville seeking the county’s waiver of a 90-day review period for a proposed annexation of a roughly 160-acre tract under Oklahoma statute (title 19 §9-23(a)). Commissioners voted to waive the 90-day review period.

- The board approved a contract with Compassus Hospice to provide hospice care within the Rogers County Jail for an identified inmate who remains in custody and cannot be released; commissioners discussed frequency of hospice visits and that jail staff would not be expected to perform hospice care beyond supporting facility operations.

Administrative items, transfers and tablings

- Transfers of small budget amounts were approved, including transfers into emergency management and PIO payroll lines to meet year-end payroll; several other routine payroll and claims items were approved.

- Several items from the treasurer’s and assessor’s offices were tabled for one week because the offices were not present, including designation of certain investment agents, the resale property fund financial statement (OS title 68), designation of county depository banks (OS title 19) and an investment policy review (OS title 62 §§ 3408-1 and 3408-3).

- The board acknowledged the designation of Beth Kiesler as receiving officer and removal of Vernetta Bowman as receiving officer for the treasurer’s office; it also acknowledged designation changes among requisitioning officers.

- The board approved payment of purchase orders and other routine claims and adjourned the meeting at 9:39 a.m.
