Assemblymember Addis presented AB 1208 to shift California’s developmental services system toward standardized outcome and quality benchmarks.
Judy Mark of Disability Voices United, a co-sponsor, testified the current system focuses on compliance and lacks unified measures or trust among people with disabilities and their families. She said the bill would establish a single stakeholder work group to recommend ambitious benchmarks, with incentives for exceeding benchmarks and corrective actions for underperformance.
Committee members praised the oversight and accountability intent; Senator Becker moved the measure. The committee sent AB 1208 to Appropriations for fiscal and implementation review.
