AB 419, introduced by Assemblymember Connolly, would require schools, county offices of education and charter schools to post the Attorney General’s guide titled “Know Your Educational Rights” in school buildings and on their websites. The guide outlines what documents are required for enrollment, steps to protect student information, family‑safety planning and resources for situations when parents or guardians are detained.
The author said the guide is a practical resource for immigrant families and noted federal changes to sensitive‑location policies have increased worry at the local level. Witnesses including representatives from the California Association for Bilingual Education and the California Federation of Teachers testified in support, saying prominently posting the guide improves transparency and empowers families.
Multiple education and county office representatives also offered support. No witnesses registered opposition in the committee record. The committee moved to refer the bill to the Senate Judiciary Committee.
