Committee advances AB 346 to broaden who can sign IHSS paramedical forms

Assemblymember Nguyen presented AB 346, which would allow additional licensed healthcare providers to sign the paramedical services form needed to authorize in‑home supportive services (IHSS) tasks such as medication administration, insertion of medical devices and wound care.
Amanda (CWDA) testified as sponsor and explained counties and IHSS recipients have encountered difficulty getting physicians to sign paramedical certification forms, and that nurse practitioners and other licensed providers increasingly deliver primary care and should be authorized to certify within their scope of practice.
County representatives and welfare organizations — including Riverside and Ventura counties, urban and rural county representatives, Alameda County, Contra Costa, Yolo, San Bernardino and Los Angeles County Board of Supervisors — spoke in support. Witnesses said the change aligns the paramedical form with broader health certification rules and would streamline access for IHSS clients.
Vice Chair Chobot moved the bill; a roll call showed unanimous support in committee members present. The committee passed AB 346 to the Appropriations Committee and the item was kept on call.
