Human Resources representative Michelle Shaw reviewed the terms in the meeting packet and said the sergeants are receiving the COLA increase and an increased county contribution to health insurance. Commissioners asked about bargaining protocol and whether public comment was required; county legal counsel and HR staff advised that there is not a statutory public-comment requirement for this CBA ratification, though the practice has included public comment in past instances. After receiving counsel's guidance and a recommendation from negotiators, the board moved and approved ratification; the roll call was recorded as unanimous 3-0.
The CBA also contains language prohibiting strikes and lockouts for those sergeants because they occupy leadership roles, and HR indicated the agreement resolves outstanding issues for that small bargaining unit.
